Jack Rose

Mr. Rose is the Chairman of Civigroup Companies.
Since founding the company in 2002, Jack Rose has guided the organization to a position of leadership in the Greater Phoenix area's fast-growing West Valley. Under his direction, the company has grown rapidly, currently developing an inventory of 40 plus properties valued at $350 million with a proposed development value in excess of $1 billion.
The Rose Family has owned property in the West Valley continuously since 1928. A third-generation Arizonan, Jack has been actively engaged in business, political and community involvements in the West Valley region. He continues his family's legacy of leadership in the area, with ongoing ownership of various enterprises including solar, Bio-medical technology, finance, construction, and diverse investments in numerous West Valley ventures. Jack is also a principal shareholder and the Founding Chairman of the West Valley National Bank.
Jack earned his undergraduate degree from Yale University and his law degree from Harvard University. He practiced law in the Phoenix / West Valley area for several years, specializing in land use and entitlement matters. During his legal career, he represented many large landowner and farming families, serving his clients' interests by securing full value for their properties-totaling in the hundreds of millions of dollars.
His strong ties with the West Valley led Jack to pursue involvement as a developer/partner with his growing network of clients. Jack's other community activities have included service as a county supervisor, as well as membership on the Colorado River Floodplain Commission, the Federal Communication Commission's Rural Task Force, the Maricopa County Charter Committee and many other community-based boards and commissions. He currently serves as a member for the Board of Trustees for Franklin Pierce University. Jack is a generous supporter of both local public and private education and culture and the arts in the West Valley.
Jack resides in Litchfield Park with his wife, Vanessa, and their three children.

William Pennington

Bill Pennington brings more than 34 years of experience and leadership to the presidency of Civica Development directing real estate acquisitions, entitlement, development, and sale of portfolio properties as part of day-to-day operations. Before his promotion to President, Bill served as Vice President of Civica directing the acquisition and development of residential, civic, and mixed-use projects. Prior to coming with Civica, Bill served as Senior Vice President of Operations for Newland Communities overseeing the strategic direction and initiatives of the award-winning 20,000-acre Estrella Mountain Ranch in Goodyear, Arizona. Bill has a diverse background in large-scale master planned community and country club development, succeeding in top-level executive positions for several of the largest real estate companies in the nation. His knowledge and expertise positions Civica to be the developer of choice in the West Valley and to deliver the highest quality product to the area.
